"A moot question" nghĩa là gì?

'A moot question/point' có từ moot nghĩa là có thể tranh luận và vì thế cụm từ này nghĩa là một vấn đề/điểm còn phải bàn cãi.
Ví dụ

It is a moot question whether the concept of 'democratic temper', imported from England, really permeates (thấm vào, lan ra) the Indian psyche.
