"Wet to the skin" nghĩa là gì?

'Soaked/Wet to the skin' = wet through nghĩa là ướt sũng (with one's clothes soaked; completely drenched); ướt như chuột lột.

The ducks were considered “moderately oiled,” meaning that they were not wet to the skin, but there was still a concern that their waterproofing was compromised — making them susceptible (dễ bị mắc, dễ bị tổn thương) to hypothermia (hạ thân nhiệt) — and that they could ingest (ăn vào bụng) the oily substance on their feathers while preening (rỉa lông) and become ill.
